Meeting Called to order at 4:40PM, September 29,2007.

Pia Blackwell welcomes everyone. She congratulates all who went to the Nationals especially Claudia Romard who placed 2nd and Ronny Burma with a 3rd place finish. This national had the most entries representing the New England Region and at the Board meeting. Pia also congratulated 4 individuals who participated in world championship throughout the year: FH-Anthony Braccio and Drago,
FCI- Kevin Lanouette and Gizmo
WUSV- Ronny Burma and Issa vom haus Safko
Ring Sport- Daniela Bedenice and _______, the only GSD.

Nominations for Regional Officers: No nominees by e-mail or from the floor. Current positions holders will remain in office.

Ken Murphy spoke regarding the NE Region hosting a USA national event in 2008. The USA office has pointed out we have not hosted one since the 2001 Nationals in MA. The HOT tournament is taken, The Nationals- a lot of dogs and the logistics. The North Americans would have fewer dogs but would have the need for space for 7-10 FHs. The Nationals are in November. NAs in May.
Consensus is to take the NAs. Merrimack said they could get a stadium (St. Anselm) and enough tracking fields for 50 dogs. Other clubs would have to step up and help. He would like to see 2 clubs for each job.
When Inner City took the Nationals, they formed a committee to allocate jobs.
All clubs will need to help. Maybe we could hold the FH Championship separate from the NAs. Maine has plenty of tracking space. Right? Maine and Deb Braun will check into tracking fields for 10 dogs. Ken M. will check in with the Maine club and put together a report.

Deb Braun gave Treasurer's Report. Merrimack said they will return the Region's contribution for the Regional Conformation show. SNH will also return the Region's contribution to the SchH III show.

Kandy Jocapino gave the Breed Warden's Report. Reported nothing new.

Unfinished Business

The By-laws. No quorum-no vote.
The Secretary will send a draft copy of the by-laws via snail mail to each club contact. Any suggested changes should be sent to Deb Braun. Voting will be done via snail mail on a sheet enclosed with the draft.

Pia wanted to address the low funds in the Regional treasury. The region reimburses each club $250 for hosting the Regional SchH 3/FH Championship and the Regional Conformation show. Pia would like to vote to not reimburse or reduce the amount. She'd like to bring it down to $150. There was discussion about small clubs not being able to afford start up costs. We left it that we would leave it up to the individual clubs whether to give back the money.

New Business

Welcome to 2 new clubs in the Region: Hudson Valley and Outkast.
Tony Capaino thanks SNH for the show and Ken for the tracking.

Scott Carlson asks if we cannot schedule club trials on top of each other. Pia points out that our area has a limited time to plan trials. None can be held on weekends that have national events on them. Then we lose July and August. That leaves an 8-week window to schedule trials.
General consensus about trial scheduling- check the web site.

2008 Regional Events: Regional SchH III/ FH Championship will be hosted by Hudson Valley.

2008 Regional Conformation Show will be hosted by Bay State.

2009 Regional Conformation show and SchH III/FH had no takers to host.

We had a quorum present.

Regional Director, Pia Blackwell, welcomed 3 affiliated clubs, Hudson Valley, Orange County and Lighthouse. Pia gave a one-time trial waiver to Trajan SchH Club. They have not asked for one before. Pia also suspended O.G. WesConn for holding a WDA trial the same day they held a USA trial (7-10-06). The club is suspended for one year, effective September 1, 2006. They will need to file for affiliated status to become a full member club again. They can apply for that after September 1, 2007..

Assistant Regional Director, Ken Murphy, spoke about the Regional trial and how well it was going and that his club will give back to the Region the $250 start-up money.

No Breed Warden Report.


Pia then informed the members that the Regional Breed Warden. John Henkel may not be able hold office if he is not a member of a full-member club. Since O.G. WesConn was suspended September 1, 2006, Pia would check the status of John Henkel’s membership in the region pending the findings she would like to appoint someone to take John’s place for the remainder of his term. Pia suggested the runner-up in the last election, Kandy Jacapino. Kandy accepted.

Matt Arpano moved to hold a vote of no confidence in John Henkel. He asked if the members felt John was competent to hold this office. Kathy Rogers said that she felt that O.G. WesConn was run by John and he had to have known that holding WDA trial on the same day as a USA trial was against the by-laws of the USA and that the WDA sanctioned O.G. WesConn for holding a trial with only 2 dogs in the trial.

Pia made a statement that the suspension of Wesconn is a separate matter and a USA matter not a Regional matter. It should be kept separate from the motion on the floor .

Someone then wanted to know what the duties of the Regional Breed warden were. It was explained that he must be a member of a full member club, keeps track of the points for the Universal Seiger/Seigerin program, attends the national Seiger show, and promotes the GSD and its breeding.

Kathy Rogers of Interstate wanted the members in the Region to know about the difficulty she has had trying to get help from John in holding the Regional Conformation Show. Her club was having a hard time getting a judge for this event so they called John for help. They gave him a list of 12 judges they thought would work well for them. John said he would help them. Every time Kathy called, he said no problem, it’s under control. Then John informed InterState that he got Lothar Quoll, a judge not on their list. John said he was the only judge he could get. Kathy then heard from a number of people in the Region that they would not show under Lothar Quoll. John also said he would measure but it was pointed out to him that he should not because he had entries in the show. The entries closed and InterState only had 18 entries. John made arrangements for the judge to fly into NY and John would pick him up. The club wanted the judge to fly into Albany. InterState felt they were getting no support from the Regional Breed Warden who seemed to be doing things for himself.

Kathy Rogers then seconded the motion on the floor on the vote of no confidence.

The vote was 9 in favor of no confidence to 0 against.

The Regional Director then made a motion to appoint Kandy Jocapino to fill the position of Regional Breed Warden until the election of 2007. Sandy Bogus seconded.

The vote was 9 in favor and 0 against.

Unfinished Business: None

New Business:

O.G. Boston would like to see a standing rule that says the Regional events should not be held while there are international events being held. There was some discussion about this and it was decided that our window to hold trials in New England was small and we had to do it in the fall.

They also would like a standing rule that a member in the Region shall not use his or her position to sell products/dogs etc. This was agreed on.

Ken Murphy moved that there be no club conformation and breed survey shows during a two week window before and after the Regional Conformation Show and Breed Survey. The thought is there will be more entries at the Regional Conformation show. Seconded by Tracy.

Vote: 9 in favor and 0 against.

It was discussed that the start up money of $250, given to the club who hosts a regional event, be reimbursed to the Region after the event. No vote was taken.

Issues from the floor: At this time, Ken M. spoke with Kathy Rogers of InterState about having Merrimack hold the Regional Conformation and Breed Survey. Merrimack is already having a conformation show and has a judge and it would not be a problem for them to incorporate the Regional show. InterState stated they would take a huge loss on the judge and show if they held it. InterState will contact the 18 exhibitors already entered and recommend that they switch their entries to Merrimack’s show, since InterState is canceling theirs. Pia will let the Region know of the change.

The by-laws will be voted on by e-ballot.

It was decided that Southern New Hampshire will host the 2007 Regional SchH III and FH Championship. Merrimack Valley will host the 2007 Regional Conformation Show and Breed Survey. Pending full member status, Hudson Valley said they would host the 2008 Regional SchH III and FH Championship.

Pia made a motion to have the Region obtain a trophy for the FH champion. The cost is not to exceed $100. Seconded by Donna Rink.

Vote: 9 in favor. 0 against.

Pia called the meeting to order at 4:30PM.

Frank handed over the reins to Pia as the new Regional Director. The election results:

Pia thanked Frank and Tony for their excellent work representing our Region. The new “e-mail ballot” vote was established by Frank. This was necessary as there is hardly ever a quorum at the Regional Meeting. This was explained as there was some confusion/concern about the elections of Officers this year via E-mail ballot.

Pia thanked everyone for electing her to the Director’s position.

Next year for the Regional meeting...an agenda will be sent out via email to all clubs so that the clubs will know what the issues for discussion are prior to the meeting so that discussion can occur via email before voting.

Therefore, as NEW BUSINESS, all voting will be by email going forward.

Track Layers and Helpers were commended for an excellent job!

Discussion ensued regarding an enticement/financial assistance to the helpers & track layers. Should the club hosting the Regional trial put in a budget request to help offset the cost to these folks (gas, hotel, meals)? Concern was that we only had 4 helpers try out for this weekend’s trial. Why weren’t there more? It was suggested that the hosting club could voluntarily set out a “boot” for monetary collection that the helpers/track layers could split and they could individually decide to defer their share back to the region.

The 2006 Regional Confirmation trial will be hosted by the Interstate club. They are having a difficult time getting return calls from judges, Ken Murphy will help them out with the judges.

The 2006 Regional trial will be hosted by the Empire club - thank you Debbie! Pia will put out an email asking members when they would prefer the Regional trial to be held - Spring? Labor Day? Fall?

The question was asked, ‘can the Region hold an FH championship (no schutzhund dogs)? Pia is going to get details on whether this is legitimate and if so, does it count towards the hosting club’s “annual required club trial”? How many dogs are required? The Maine club will host.

Pia recognized Debbie Zappia for her excellent second place finish in the WORLDS!!!!

There was no Treasurer’s Report, this will be sent out at a later date by Pia.

Treasurer submitted the following:
Some people were unaware of the situation of Dawn-Marie Hernandez leaving and taking all the Region's money and leaving people unreimbursed for expenses related to Club activities. There was some discussion about what information was still available as far as bank statements or any paper work. This was talked about during this report as it explained why the bank account was so low. It was also discussed how to try to get the money back. It was asked if any legal paperwork had been filed. It has not. Lisa Quinn offered to help the treasurer pursue some possible avenues of recovery. When the new treasurer took the job last winter, she insisted that Dave Wood have 2 names put on the bank account. So the RD and Treasurer names are on it and will continue that way.

Pia Blackwell suggested we put into our by-laws a statement that a person can't hold the RD, ARD or Sec/Treas jobs with having been well established in the Region for 5 years.

The balance in the checking account as of Septmeber 15, 2004 was $647.35.
(We have had annual dues sent to us from USA from 12 clubs. Dues are paid directly to USA and they then disburse them to us on the clubs' annual renewal date.)
We had a set up fee to open the new account at Fleet. Tracy Stowers set up the Web site. The initial set-up was $23.95 and costs us $8.95 a month. I sent $250 to Granite State for the Region's part of their trophy fund for the Confirmation show in June. I sent Tri-County $250 towards their trophy fund for the Regional Sch III Championships. Tracy Stowers gave $20 for deposit for web page ads.

Frank informed us that Granite State had been suspended and dropped back to affiliated status.
We then discussed who was hosting the 2 Regional events in 2005.
Interstate is hosting the Regional Conformation show.
Inner City is hosting the SchH III Championships.

In 2006, Tri-County said they would host the Sch III championships again. And providing that Kevin Lanouette's forming club meets all the requirements and becomes a full member club and does their confirmation affiliated trial, he said his club would host the 2006 Conformation Championship.

Breed Warden, Pia Balckwell said Merrimack Valley and Interstate have held their affiliated confirmation shows and passed. They are now eligible to host confirmation shows. Pia is seeing more dogs from this region high in the lineups at the confirmation shows. And she's seeing more breeders entering their working line dogs in these shows. Pia said we need more clubs to host breed survey and confirmation shows. She is willing to help as much as possible. There is a packet available to those clubs wanted to do it.

Pia and Frank will be working on writing the by-laws this winter. They were among the papers Dawn-Marie has/had. There are two boxes in Dave Wood's possession that has some info to help them rewrite the by-laws.

Ron Fox wanted to make sure we got into the minutes that Tri-County did an awesome job on these Regionals.

Web Site Report from Tracy Stowers.
She said there have been over 5,000 hits on the web site since she set it up. The web site has paid for itself with ads. She presented a summary of which pages got how many hits. Also she started a yahoo group for Regional members to use for sending information and letting us know that she has made changes to the web site. Please sign up for this list.

Tony Copani wanted to thank Debbie Zappia for hosting a seminar on Friday, all his club members, the Frenchie demo and everybody who helped.
